(Maritime Science) from the Graduate School of Maritime Science, Kobe University (2016).He has served as Security Manager at Mandarin Oriental Tokyo, Emergency Response Coordinator and Health and Safety Section Manager at Okinawa Institute of Science and Technology (OIST) (2018-2021), and Professor and Specially Appointed Professor at Kyushu University (2021-2024).As a practitioner and researcher of crisis management and safety management, I have formulated, trained, and operated BCM at these companies and universities.
With regard to accident prevention and SMS, during his tenure with the Japan Coast Guard (1984-2004), he conducted research and studies on maritime accident prevention activities, counter-terrorism measures, and anti-smuggling measures in the United States.During his tenure at the Japan Transport Safety Board (2009-2016), he studied the Basic Accident Investigation Course (2011) at Cranfield University, UK, and was involved in numerous accident investigation analyses and report writing as an accident investigator.He was appointed as Correspondence Group Analyst for the International Maritime Organization (IMO) III (IMO Sub-Committee for the Implementation of Regulations) (2011-2016) and as an IMO Consultant, conducted the National Training Course on Marine Casualty and Incident Investigation for Philippine government officials.Incident Investigation (2014).
OIST established an SMS for accident prevention, which contributed to the prevention of accidents during experiments in laboratories and field activities.We also created the Risk Management Committee and established a system to visualize major risks throughout the university, prioritize risk countermeasures, and efficiently control risks with limited resources.
At Kyushu University, I have been engaged in research on accident prevention and have given lectures on accident prevention in the mountains and at sea, teaching students how to know the accident factors and how to prevent accidents in these situations.
