Safety is not merely analyzed.
It is designed and continuously generated.
ABOUT
What Is the RMQMP Model?
RMQMP ® (Risk Management and Quality Management Process approach) model is an integrated safety design framework that shifts safety management from post-accident analysis toward the diagnosis, design, and continuous generation of safety within organizations. RMQMP provides a systematic framework for understanding accidents, near misses, and routine operations within complex socio-technical systems through nonlinear interactions, enabling safety to be continuously designed, implemented, maintained, and improved.
RMQMP® is a registered trademark in Japan, the United States, the European Union and China.
Key Features of the RMQMP Model
1. Integrated Understanding of Accidents
RMQMP interprets accidents not as isolated events caused by single factors, but as phenomena emerging through nonlinear interactions among local workplace factors, organizational factors, and operational conditions within complex socio-technical systems.
2. From Accident Analysis to Safety Design
RMQMP extends beyond post-accident analysis by integrating safety constraints, detection-correction-recovery processes, and the design, implementation, and continuous improvement of safety measures into a unified framework.
3. Diagnosis of Routine Operations
The model addresses not only accidents and near misses, but also latent risk structures and potential instabilities embedded within routine operations. By diagnosing routine operational conditions before accidents occur, the framework enables the prior identification of accident-generating conditions and the integrated implementation of preventive safety design and organizational safety management.
4. Generative Safety Culture
RMQMP provides a framework for establishing organizational structures and operational practices that continuously generate, maintain, and improve safety within complex organizational environments.
5. Applicability to Complex Socio-Technical Systems
The framework is applicable across a wide range of complex socio-technical systems, including aviation, maritime transportation, nuclear power plants, chemical plants, AI-based autonomous driving, higher education institutions, healthcare systems, and other high-risk organizational environments.
