What Is the RMQMP Model?

RMQMP ® (Risk Management and Quality Management Process approach) model is an integrated safety design framework that shifts safety management from post-accident analysis toward the diagnosis, design, and continuous generation of safety within organizations. RMQMP provides a systematic framework for understanding accidents, near misses, and routine operations within complex socio-technical systems through nonlinear interactions, enabling safety to be continuously designed, implemented, maintained, and improved.

1. Integrated Understanding of Accidents

RMQMP interprets accidents not as isolated events caused by single factors, but as phenomena emerging through nonlinear interactions among local workplace factors, organizational factors, and operational conditions within complex socio-technical systems.
